Wyrmrest Accord is better for Horde NA. Emerald Dream is your best bet for balanced and active. On EU the only "real" RP server left is Argent Dawn, the rest are either dead or are RP realms only in name. It's majority Alliance but plenty of Horde stuff too.

I hate having to explain to a new player why the vast majority of the people they are interacting with are not people they can join a guild with, or aren’t even on their server. Let these tiny realms wither and die and start sending the new players to the big servers. Nothing ...Go for Silvermoon/Ravencrest. Basically having the most people on your faction on the server is the most important. Advantages are that you get more guilds, more people in cities and trade chat, and a healthy economy (though that is not faction-specific).
